A SEA OF OPPORTUNITIES
Identify new directions for new surges of business opportunities, navigating through innovation and fomenting the growth of ICT and New Media. Identify how this industry can be a springboard for other business sectors and Civil Society. But to where can one navigate? What new and renewed tides can one explore? What are the major technological trends? What do clients want and expect? What are the strategic markets for Portugal?
"A Sea of Opportunities" is the theme of the 22nd Communications Congress. Because this is the moment to, looking at the sector in a holistic and comprehensive manner and in line with its ubiquitous role in all areas of the Economy and Society, participate actively in a permanent and broader reflection on new development models for the country. To achieve the objective of a simultaneously more competitive and fair Portugal.  The Communications Congress is the meeting point par excellence of a discussion that is intended to point the way to the future. It is necessary to reflect upon the current growth models and demonstrate that, with strategies based on ICT and New Media, there is an enormous potential of new navigation routes that will play a decisive role in the structural transformation process that is urgently needed.

11:00     ICT AND THE SEA                                                                 
In an increasingly globalised world, about 90% of world trade is carried out by sea, which requires more ports, logistics, maritime transport, shipbuilding and repair. And, consequently, more investment. At the same time, there is a multiplication of new businesses exploiting all the potentialities and natural resources associated to the Sea. In all strategies, ICT is the platform par excellence for their advancement and development. With a central geographical location - at a crossroads of continents and world maritime transport routes - and a vast seafront, in addition to an ICT offer of reference, Portugal is in a unique position to, by designating the Sea as a true national objective, develop a sustainable "Maritime Economy".
14:30     OPPORTUNITIES IN THE GLOBAL MARKET                                                               
The exporting and internationalisation of Portuguese companies is an unavoidable path towards gaining dimension, guaranteeing growth and contributing positively to the Portuguese economy. At a time of a marked slowdown in European economies, traditionally the preferential markets for Portugal, there is a need to diversify and look towards new geographies, namely the markets of Southeast Asia, Africa and Latin America. But to successfully develop a
 
sustainable strategy, companies will need to know how to assess the major threats, challenges and opportunities of overseas markets, by using as case studies the successful overseas Portuguese projects and best practices to leverage their expansion. This is the right moment to innovate, be bold and internationalise.
14:30     REGULATION: STORM OR BONANZA?                                                       
The reinforcement of the independence of the communications regulatory agency and the promotion of an open and competitive market are under the spotlight. With the majority of the measures foreseen within the scope of the MoU already implemented and the growing contraction in consumption, there is a need to guarantee the right conditions for the ICT industry to continue to grow, invest and innovate, with benefits for the consumer and the country. What is the actual impact of the measures of the 'troika'? How can one reinforce the quality of the regulation and the autonomy of the regulatory agency? Are we heading towards a consolidation of sectoral regulatory agencies?  Are new mergers in the sector expected or will there be more partnerships? What is the impact of the high speed networks at a regulatory level?  What type of regulation does the market need?
16:30     THE STATE OF THE NATION OF FREE-TO-AIR TVs                                                                  
The digital world and the accelerated technological changes brought to the media in general, and to television projects in particular, new competitors, the multiplication of platforms, the fragmentation of audiences and new consumer profiles. At the same time, the losses of advertising revenues continue to increase, as a result of the adverse economic environment. And the partial privatisation process of the public television channel is being prepared, planned for 2013, which promises to increase market competition. This context of profound changes requires a paradigm shift from media groups, with new strategies that are increasingly convergent and multi-platform. How can one turn threats into opportunities? What are the right strategies and business models? What is the role of contents in the value chain of ICT and New Media?
16:30     THE TRANSFORMATION OF THE POSTAL SECTOR IN PORTUGAL                                                                  
The liberalisation of the postal market has already been fully implemented. In parallel, there is an ever more rapid substitution of physical mail for new forms of electronic communication. The postal sector is going through a profound transformation. In addition to the need to develop new business models and new structural configurations in various markets, there are also the challenges of the new regulatory rules and new forms of universal service provision, as well as the privatisation of the incumbent postal operator. This is the right moment to assess the positioning of the major players of the sector, determining what new business and market dynamics are shaping up to take advantage of all the potential advantages that lie ahead.

Against a backdrop of increasing globalisation, the main strategic asset of companies is increasingly the knowledge they have of consumers and clients. And the digital world is critical to have access to all the information, allowing them to understand preferences, consumption patterns and behaviour, making it possible to segment cross-selling and up-selling campaigns and develop new business services and models, exploiting all the opportunities fostered by digital media, such as mobility, social networks or on-line shopping. How are companies and brands maximising the use of digital marketing tools? How are they exploiting the competitive advantages of this new reality? And creating knowledge and developing new products? What are the prospects?

We live in a networked economy, characterised by growing complexity, which poses unprecedented challenges to organisations in the management of their clients/consumers. Nowadays, understanding the client as an individual and improving the capacity of response to their needs are core competitive advantages. And differentiation will only be possible through access to information and knowledge, transforming them into value. Within this context, the potential of social networks and analytical tools is enormous. But how can companies use these technological tools? What are the major trends? What are the interaction strategies that will guarantee a customised offer? How can one convert data into knowledge and take action?
11:30     TALENT: ENHANCE DIASPORA                                                       
The Portuguese diaspora represents a unique opportunity for the country that has to be seized and leveraged. In an increasingly globalised world, the number of Portuguese with an innovative and entrepreneurial capacity is growing. These examples of success in multiple areas and in very demanding economies demonstrate that there is a lot of national 
 
talent spread out over all geographies, which can be a source of inspiration and actively contribute to the development of Portugal. Maximising formal and informal networks that are being created, defining strategies to mobilise all the Portuguese of the diaspora and creating value for the country at a time of unprecedented difficulties, shall have to be the priority. And ICT may play an important role in this regard.
14:30     TECHNOLOGICAL TRENDS - "Efficiency and Productivity"                                                              
The accelerated development of ICT is directly linked to efficiency and productivity gains that have allowed companies and organisations to respond effectively to the profound market changes and increasing globalisation. Portugal now has the technological infrastructures that allow the country as a whole to develop global solutions for global clients in global markets.  Looking at the international examples and best practices, ways in which these networks can be used to make the economy more dynamic should be defined, as well as the paths to foment investment in innovation and in the creation of tools that promote efficiency and productivity and, at the same time, the competitiveness of the country.

In a general context characterised by challenges and pressure for the national health system, its different public and private players continue to demonstrate a strong capacity of adaptation and innovation, redefining their offer and seeking new markets at home and abroad. From healthcare to medicines, a Health of "products" and "brands" is being developed, more proactive and preventive, closer to the Citizen, more available and more knowledgeable of their needs. A more convenient and more personalised Health.  Retail Health.

Following the large-scale investment that the major national communication groups made in infrastructures, placing Portugal on par with the best in the world, this is the appropriate timing to determine how NGN may contribute to a new strategic vision for the country and to a new paradigm that responds to a new economy and a new society and that guarantees the sustainable growth of the sector, at a time in which it faces unprecedented challenges, as a result of the adverse economic climate. There is an entire "Sea of Opportunities" in which the major industry players will have to know how to navigate, with new business models and innovative, differentiating and disruptive solutions.
